세계건축대상 받은 싱가포르 캄풍 애드머럴티(Kampung Admiralty) 싱가포르 도심에서 북쪽으로 차를 타고 30여 분 가면 우드랜즈 지역이 나온다. 화려한 쇼핑몰과 쇼핑백을 양손에 든 관광객 대신 편안한 복장으로 거리를 거니는 싱가포르 현지인을 볼 수 있는 이곳에는 지난해 세계건축대상을 받은 건물이 있다. `캄풍 애드머럴티(Kampung admiralty)`다. 이 건물은 세대 간 유대를 장려하기 위해 보육시설과 노인센터를 통합개발해 공동 배치한 최초의 주거단지로, 싱가포르 시니어 세대들을 위해 주택발전국(HDB)이 건축디자인회사 WOHA와 손잡고 만들었다 지난해 세계건축대상을 받은 싱가포르의 `캄풍 애드머럴티(Kampung admiralty)`. 세대간 유대를 장려하기 위해 보육시설과 노인센터를 통합개발해 공동 배치한 주거단지다./사진=싱가포르/권한울 기자 지난 4일부터 2주간 열린 `제6회 싱가포르 디자인 위크` 참석차 싱가포르에 갔다가 일부러 시간을 내 지난 10일 캄풍 애드머럴티를 찾았다. 지난 7일 싱가포르 리츠칼튼 밀레니아 호텔에서 열린 `브레인스톰 디자인 2019` 행사에 소개된 캄풍 애드머럴티 외관과 기능, 실제 모습 등이 궁금했기 때문이다. 삼대가 함께 어우러져 어떻게 생활할 수 있는지 직접 눈으로 보고 싶었다.
캄풍 애드머럴티 1층의 널찍한 광장./사진=싱가포르/권한울 기자 막상 도착해서 보니 겉보기엔 특별할 게 없었다. 하지만 안으로 들어가니 또 다른 세계가 펼쳐쳤다. 앞뒤로 트인 길 양옆으로 상점이 들어선 1층 광장에는 주말 가족 단위의 사람들이 나와 벤치에 앉아 한가롭게 쉬고 있었다. 2층의 큰 데크 덕에 후텁지근한 날씨에도 덥지 않았다. 스타벅스, 모스버거, 야쿤카야토스트 등 상점 면면을 보면 평소 이곳에 얼마나 많은 사람들이 모이는지 짐작할 수 있었다. 지하철역과 연결돼 교통도 편리하다. 캄풍 애드머럴티 2층의 호커센터. 주말 오후 가족들이 나와 식사를 하고 있다./사진=싱가포르/권한울 기자 에스컬레이터를 타고 2층으로 올라가니 다양한 음식이 뷔페식으로 준비된 호커센터(Hawker Center)가 나왔다. 호커센터는 한국의 푸드코트와 비슷하지만 좀 더 서민적인 분위기로, 음식을 주문하면 테이블로 배달해 준다는 차이점이 있다. 중앙에 공용 테이블과 의자가 있고 그 주변으로 각 호커에서 중국식, 일본식, 인도식, 말레이식 등 여러 종류의 음식을 판다. 주말 오후 삼대가 모여 식사하는 장면을 심심치 않게 목격할 수 있었다. 3층과 4층에는 병원이 자리 잡고 있다. 정형외과, 한의원, 재활의원, 이비인후과, 가정의학과, 안과 등 진료 과목도 다양하다. 당뇨병 센터와 배움 센터도 있다. 차를 타고 멀리 나가기 어려운 노인들을 위한 배려가 돋보였다. 진료가 끝나면 1층 약국에서 약을 지으면 된다. 주말이라 문이 닫혀 있었지만 평일에는 깜풍 애드머럴티 거주민 외에 인근에 사는 사람들도 병원을 찾는다고 한다. 손주들을 돌보느라 병원 가기 어려운 친정어머니가 떠올랐다. 사는 건물에 이렇게 큰 병원이 있다면 얼마나 좋을까, 상상했다. 5층과 7~11층은 아파트다. 104채의 원룸 아파트에는 55세 이상인 사람만 살 수 있다. 우드랜즈에 살고 있거나, 결혼한 자녀가 우드랜즈에 살고 있을 경우 입주 우선권을 갖게 된다. 원룸 아파트와 의료센터, 육아센터, 상가 등 모든 시설이 한 지붕 아래에 있어 편리한 이곳을 1억원 미만 가격에 30년간 빌려 쓸 수 있다. 캄풍 애드머럴티 6층의 놀이터. 주말 정오 햇빛이 뜨거워 놀이터에 나와 노는 아이들이 없다./사진=싱가포르/권한울 기자 아파트 1층에나 있을 법한 놀이터와 공중정원은 6층에 있다. 이곳에는 놀이터뿐 아니라 어른들을 위한 운동기구와 벤치 등이 있다. 중간중간 학생들이 이어폰을 끼고 벤치에 앉아 공부를 하고 있었고 사내아이 둘이 건물 구석에서 춤연습을 하고 있었다. 온 건물이 식물과 나무로 뒤덮인 풍경도 이색적이다. 노인들을 위한 커뮤니티 센터와 헬스장, 유치원도 마련돼 있다. 노인 커뮤니티 센터와 유치원은 7층에도 하나씩 더 있다. 옥상에는 작은 텃밭과 산책로를 마련해 주민들이 각자 식물을 키우며 휴식을 취할 수 있게 했다. 캄풍 애드머럴티 옥상의 작은 텃밭과 산책로./사진=싱가포르/권한울 기자 캄풍 애드머럴티를 디자인한 펄 치(Pearl Chee) WOHA 디렉터는 지난 7일 `브레인스톰 디자인 2019` 행사에서 "아파트 거주민 간 사회적 관계가 평상시에 잘 이뤄지지 않는다는 점에 착안해 서로 상시에 만날 수 있도록 설계했다"며 "그들의 동선을 파악해 평상시에 자연스럽게 만날 수 있도록 하는 데 집중했다"고 말했다. 그는 또 "커뮤니티 플라자를 만들어 매일 이벤트를 연다"며 "라인댄스, 줌바댄스, 요리강습, 미술강습 등 다양한 프로그램에 참여해 삶의 질도 높이고 이웃 간 소통도 늘릴 수 있다"고 말했다. 삼대가 함께 어우러져 살 수 있도록 매일 노래하고 춤추고 요리할 수 있도록 패밀리 가든을 만든 것도 큰 특징 중 하나라고 설명했다. 캄풍 애드머럴티 6층의 운동시설./사진=싱가포르/권한울 기자
이번 프로젝트는 보건복지부, 환경부, 유아발전청 등 8개 정부기관이 함께 노력해 다양한 시설을 한 지붕 아래 놓는 것을 가능케 했다. 친정 근처에 신혼집을 구해 아이를 낳고 키우며 사는 나로서는 건물을 둘러보는 내내 캄풍 애드머럴티가 우리 집 근처에도 있다면 얼마나 좋을까, 하는 상상을 했다. 사실상 모든 생활이 부모님 댁을 중심으로 이뤄지는 상황에서 아예 삼대가 `따로 또 같이` 어울릴 수 있는 방안을 찾는 싱가포르의 방법이 현실적으로 보인다. 기성세대인 부모가 거주하는 곳에 신혼부부가 터전을 잡으려면 집값의 문턱이 높은데, 반대로 신혼부부가 터전을 잡은 곳에 캄풍 애드머럴티와 같은 곳을 만들어 그들의 부모에게 공급한다면 맞벌이 부부도 안심하고 아이를 키울 수 있지 않을까. 부모가 사는 곳에 의료센터와 유치원을 배치한 것은 아이를 키우는 부부와 그의 부모를 자세히 관찰한 후에라야 나올 수 있는 설계이기에 매우 인상깊었다. Located in the north of Singapore, Kampung Admiralty is a public housing development targeted at senior and elderly residents that integrates healthcare, public facilities, community space and commercial amenities in a dynamic, vertical format. Designed by the Singapore-based architecture firm WOHA, the small-scale development was awarded the accolade of World Building of the Year in 2018.

Kampung Admiralty is fine example of public policy and design coming together to foster communities, particularly by including the aging generation. Spearheaded by Singapore’s Housing Development Board – Singapore’s public housing authority that provides residences for over 80 per cent of the population, the project, a prototype model that could impact future developments, was inspired by the desire to create a modern kampong, which means ‘village’ in Malay.

WOHA’s design saw typical aspects of Singapore public housing – community spaces, food centres, residence and park space – transformed into a layered vertical format. These elements are traditionally operated as silos, and never combined.
‘There are four distinct components of the project, which we layered vertically. On the first layer, we have the lower ground car park and retail, on the ground level is what we call a community living space, with an open plaza and hawker centre [market],’ explained WOHA director Pearl Chee, during a panel at Brainstorm Design. ‘The next layer is a large medical centre footprint, which functions like an umbrella that shelters over the plaza. It is very open.Then there is the upper layer, offering semi-private and semi-public spaces.’

On the upper layer, Kampung Admiralty features a childhood learning centre, which is located alongside an active aging hub where seniors can enjoy communal activities ranging from music sessions and cooking classes to simply just hanging out. Above that, an extensive landscaped area, which includes a community farm and vertical garden, provides a bounty of wheelchair-accessible green space to support an active and healthy lifestyle. What’s more, rather than just being confined to just residents, all of Kampung Admiralty’s community and garden spaces are open to the larger public.
What’s most notable about the project is that social and intergenerational interaction is fostered at multiple scales. From interstitial spaces, like shared entryways to studio apartments (which have been all fitted with features like barrier-free access, induction hobs and slip-resistant tiles in the bathrooms) to facilitate neighbourly relations, to the special programming that has been created to help support the elderly, such as encouraging volunteerism and micro-job opportunities working at the supermarket or hawker centre below for short periods of time, a great deal of thought has been given towards keeping the older residents active and involved.

‘We have met the project vision by providing an environment for active aging and promoting community bonding, but we have learning points too,’ says Yap Chin Beng, senior advisor of estate and commerce of Singapore’s Housing Development Board. ‘This project is rather opportunistic. It happened that we wanted to develop this site, but the footprint is rather small. We only have around 100 units of elderly housing. To capitalise on the facilities provided, we should have at least 300 units or even more. Not only elderly housing but also housing for younger families, so that it is truly an intergenerational project.’
Regardless of its size, Kampung Admiralty is a powerful example of how tackling the universal issue of housing seniors can be turned into a community meeting point. §
