해외건설 수주 확대를 위해 정부가 만든 한국해외인프라도시개발지원공사(KIND·카인드)가 민간과 힘을 합쳐 출전한 미얀마 도로공사 프로젝트에서 첫 사업 수주가 유력한 것으로 확인됐다. 사업지인 미얀마 양곤의 도시개발계획이 이제 시작 단계인 점을 고려하면 앞으로 따낼 사업 규모가 십수조원에 이를 것으로 기대된다.

7일 건설업계에 따르면 카인드와 한국도로공사, 민간 건설사들로 구성된 ‘팀코리아’가 일본, 중국 등 경쟁국을 누르고 ‘미얀마 양곤 고가도로 투자개발사업’ 수주가 유력한 것으로 나타났다. 금융투자는 카인드가 맡고, 도로운영은 도공이 맡는다. 또 GS건설과 대우건설, 대림산업, 포스코건설, 롯데건설 등 민간은 시공과 금융투자 일부를 담당한다. 동남아 시장은 공적개발원조(ODA)와 개발자금조달 등을 앞세운 일본과 저가 입찰 전략을 내세운 중국에 치여 국내 건설사들이 고전을 면치 못하던 곳이다. 때문에 마지막까지 마음을 놓아서는 안 된다.
김현미 국토교통부 장관이 9일 출국길에 올라 미얀마 양곤을 방문해 지원 사격에 나서는 이유다. 건설업계 관계자는 “다른 분야도 그렇지만 건설 수주는 말 그대로 국가 대항전으로 가고 있다. 김 장관의 방문이 작지 않은 도움이 될 것”이라면서 “수주가 유력하지만 계약서에 도장을 찍을 때까지 절대 방심해선 안 된다”고 강조했다.
이번 사업은 세계은행 산하 국제금융공사(IFC)의 제안으로 시작된 미얀마의 첫 국제 인프라 건설 프로젝트로, 미얀마 수도인 양곤시의 남부 구도심과 북부 산업단지를 27㎞, 왕복 4차선 고가 고속도로로 연결하는 것이다. 사업을 수주하게 되면 팀코리아는 4년에 걸쳐 고속도로의 설계·시공을 진행하고, 26년간 도로운영을 통해 수익을 얻은 뒤 미얀마 정부에 인도한다. 사업은 빠르면 올 하반기 착공한다.
사업규모는 10억 달러(약 1조 1300억원)로 크지 않다. 하지만 양곤이 다른 동남아 국가 수도에 비해 도시개발이 이뤄지지 않아 앞으로가 더욱 기대되는 만큼 앞으로 나올 개발 프로젝트 수주의 마중물 역할을 할 것으로 예상된다.
수주가 확정되면 정부가 건설사들의 해외수주 확대를 위해 만든 카인드의 1호 프로젝트가 된다. 2011년 716억 달러였던 해외수주는 지난해 321억 달러로 반 토막 났다. 이에 정부는 최근 해외건설 프로젝트가 금융투자자가 함께 들어가는 투자개발형 방식으로 진행된다는 점에 주목하고 지난해 카인드를 세웠다. 한국토지주택공사(LH)와 수출입은행 등 9개 기관이 현금·현물을 출자해 만든 카인드는 법정 자본금이 5000억원이지만, 해외개발촉진법상에 자본금의 5배까지 차입이 가능하기 때문에 금융투자자를 못 구해 해외 수주를 놓치는 상황이 줄어들 전망이다.

Construction of Yangon’s Outer Circular Road to Begin by Year End By MYO PA PA SAN 22 February 2019 YANGON—Myanmar’s Ministry of Construction has announced it will construct two circular roads inside and outside Yangon with the assistance of the Japan International Cooperation Agency (JICA). Construction of the outer road is to be divided into four phases and will start with the eastern section, according to U Kyi Zaw Myint, deputy director general of the ministry’s road and bridge construction department. The eastern section will link the Thilawa Special Economic Zone in Yangon’s Thanlyin with Hlegu; the northern section will link Hlegu with Hlaingtharyar; the western section will link Hlaingtharyar with Dala; and the southern section will link Dala with Thanlyin. “We plan to build the eastern section first. As it will be a six-lane road, the investment will be huge,” he told reporters. The eastern section will be 69 kilometers long, and will include a 1.4-kilometer long bridge across the Bago River. It will have a speed limit of 100 kilometers per hour. The ring road will link Thilawa Special Economic Zone, Mingalardon Industrial Zone, the Yangon-Mandalay Expressway and Yangon International Airport. “The road will be 300 feet in width. We will be able to calculate the investment amount after developing the road design. It will be implemented as a public-private partnership,” said U Kyi Zaw Myint. The construction ministry has selected 10 finalists for the construction of the eastern section, and will announce the tender winner in May. Construction of the first phase is expected to begin later this year and will take three years to complete. On the list of finalists are Chinese, French, Japanese and Korea companies, Thai-Chinese joint ventures, and joint ventures between Myanmar and foreign firms. According to JICA’s 2040 master plan for Yangon, there will be an inner and outer circular road connecting strategic points around the city. The inner road will be an elevated highway, the first section of which will be 20 kilometers long and link Strand Road in downtown Yangon to Mingalardon Industrial Zone to the north via Pazundaung Township and Waizayana Road. The second section of the inner road will be built through Kha Ye Pin Road, Mingalardon Road and Kyimyindaing Road to link Strand Road and Mingalardon Industrial Zone. The plan aims to solve the notorious traffic problems in the commercial hub of Yangon where 90 percent of vehicles in entire country are driven. “We are optimistic about the project. I have had to negotiate with local farmers in Hlegu [whose lands are required] for the construction.
