South Korean President Moon Jae-in praised North Korea’s offer to dismantle a key nuclear production complex as an “irreversible” step to undercut its weapons program, breaking with the Trump administration.

“文, 트럼프와 갈라섰다”… 각국 언론, 우려 목소리 블룸버그 “北의 제안만 칭찬” FT “경협 강행 땐 韓美 불화” AP “중재자 역할에 의구심” 국내외에서 문재인 대통령의 북한 영변 핵시설 폐기에 대한 불가역적 비핵화 단계 평가와 금강산관광·개성공단 재개 추진 입장과 관련해 북한을 편드는 행위로 한·미 동맹 파열 우려가 있다는 지적이 제기되고 있다. 미국 블룸버그 통신은 4일 ‘문(대통령)이 북한의 핵 (폐기) 제안을 칭송하고, 도널드 트럼프(대통령)와 갈라섰다’는 제목의 기사에서 “문 대통령은 북한의 핵심 핵 생산시설(영변 핵시설) 폐기 제안을 핵무기 프로그램 폐기의 불가역적인 단계라며 칭찬했다”며 “트럼프 행정부와 단절했다”고 보도했다. 이어 블룸버그 통신은 문 대통령이 2차 미·북 정상회담에서 양측이 ‘부분적인’ 경제제재 해제를 논의했다고 말해 “북한 측 주장을 지지했다”고 전했다. 문 대통령은 4일 열린 국가안전보장회의(NSC)에서 비핵화를 전제로 영변 핵시설 폐기는 되돌릴 수 없는 단계라고 언급했다. 또 “남북사업을 속도감 있게 준비하라”고 지시했다.
이와 관련, 영국의 파이낸셜타임스(FT)는 “문 대통령이 하노이 정상회담 결렬에 따라 중재자로서 한국의 역할을 강조하고 있지만, 전문가들은 남북 경제협력을 너무 강하게 밀어붙일 경우 미국이 제재 부과를 북한에 대한 주 지렛대로 여기는 상황에서 한·미 간 불화가 발생할 수 있다고 우려한다”고 지적했다. AP 통신은 “일부 전문가들은 트럼프 대통령과 김정은 북한 국무위원장의 정상회담 결렬이 김 위원장이 핵무기 폐기에 진심으로 관심 있다고 한 문 대통령의 주장과 중재자로서의 문 대통령 역할에 의구심을 불러일으키고 있다고 말한다”고 전했다. 신각수 전 주일 대사는 5일 문화일보와의 전화 통화에서 “문재인 정부는 대북제재 완화를 전제로 남북관계 등 모든 것을 해나가겠다는 취지인데, 그런 것이 한·미 간 공조에 지장을 가져와서는 곤란하다”고 말했다. 신 전 대사는 “지금은 북한이 마음을 바꿔야 하고, 우리는 북한을 그런 방향으로 설득해야 한다”고 말했다. 워싱턴 = 김석 특파원 suk@, 박준희 기자 문화일보 |

In a meeting to discuss the summit last week in Hanoi between Donald Trump and Kim Jong Un, Moon on Monday lauded North Korea’s offer to dismantle the Yongbyon nuclear complex. He also called for pushing ahead with inter-Korean projects currently hindered by sanctions and said the two sides discussed the “partial” lifting of sanctions -- backing North Korea’s version of events.
“It would represent an irreversible stage in North Korea’s denuclearization if the Yongbyon nuclear complex including its plutonium reprocessing facilities and uramium enrichment facilities are completely dismantled,” Moon told senior aides Monday at a National Security Council meeting discussing the summit.
Trump and Secretary of State Michael Pompeo said they couldn’t accept the proposal from North Korea to shut down the Yongbyon complex in return for complete sanctions relief because the regime still had hidden production facilities and missiles elsewhere that could threaten the U.S.
“That facility, while very big, it wasn’t enough to do what we were doing,” Trump said last week in Hanoi, referring to Yongbyon.
‘Very Big’
Moon has endeavored to serve as a bridge between Trump and Kim, and has staked political capital on bringing peace to the divided peninsula.
Yongbyon, long at the heart of the reclusive state’s nuclear program, has seen its importance drop in recent years as North Korea turned to other secret facilities to produce fissile material for bombs and missiles that could carry a warhead to the U.S. mainland.
Trump said he was impressed that Kim was willing to lose a “very big” facility. But after the Hanoi talks broke down, he also said he had pressed Kim on other nuclear sites uncovered by American intelligence.

Trump also said in his closing press conference that Kim had insisted that sanctions be completely lifted. North Korea’s Foreign Minister Ri Yong Ho later disputed Trump’s claim, saying Pyongyang only asked that United Nations sanctions imposed during 2016 and 2017 be lifted. A U.S. official later countered that those represent the most serious sanctions on the regime.
Trump Has Options for Easing Kim’s Pain, From Easy to Pricey
Moon also again asked his staff and ministers to speed up agreed-to inter-Korean projects. A day after the summit, he said in a speech that South Korea will negotiate with the U.S. on ways to restart the frozen joint projects north of the border -- a mountain resort and a factory park where South Korean firms used North Korean labor to produce goods.
The facilities produce hard currency for North Korea’s cash-starved economy and need approval from various bodies including the U.S. Treasury and United Nations Security Council to open up again.
