    한국 기술로 건설하는 아랍에미리트(UAE) 바라카 원전에 대한 한국의 독점 운영권이 흔들릴 위기에 처했다. UAE 측이 한국전력 등 국내 업체와 맺은 60년 독점 운영권 보장을 깨고 원전 유지관리 일부 분야를 프랑스 최대 원전업체인 프랑스전력공사(EDF)에 넘겼기 때문이다.




28일 원전업계에 따르면 UAE 원전 운영업체인 나와(Nawah)는 지난 21일 EDF와 바라카 원전의 운영 및 유지를 위한 장기(10년) 협약을 체결했다. 나와는 UAE 원자력공사(ENEC)와 한국전력이 2016년 공동 설립한 회사로, 한국형 원전이 채택된 바라카 원전 4기를 운영·관리한다.


EDF는 자사 홈페이지를 통해 바라카 원전의 안전 운영뿐 아니라 방사능 방호, 연료주기 관리, 환경 감시, 엔지니어링 연구 및 지원 등의 분야에서 나와와 적극 협력하기로 했다고 밝혔다. EDF는 이번 계약으로 UAE, 사우디아라비아 등 아랍권 원전시장 진출의 교두보를 마련했다고 덧붙였다.


한국수력원자력 두산중공업 등 바라카 원전 운영 사업을 맡고 있는 국내 업체들은 적지 않게 당황하고 있다. 한국형 원전의 유지관리 업무 중 일부가 최대 경쟁 업체인 EDF로 넘어가게 돼서다. 한전과 UAE 측은 애초 2016년 나와를 공동 설립하면서 바라카 원전 수명 기간인 60년 동안 한국이 유지보수를 포함한 운영 업무를 맡기로 계약을 체결했다.



UAE원전 운영사, 프랑스전력공사와 서비스 계약 체결

한전 관계자는 “UAE와 프랑스 간 유지보수 계약은 EDF 발표처럼 10년이 아니라 5년이며 계약액도 1000만달러 정도인 것으로 알고 있다”며 “계약 분야도 일부에 한정된다”고 말했다. 그는 다만 “한전이 UAE 원전 운영업체의 대주주가 아닌 만큼 UAE 측 결정에 반대하긴 어렵다”고 덧붙였다.




원전업계에선 한수원 등이 보장받은 독점 운영권이 사실상 깨진 것 아니냐는 분석이 나온다. 익명을 요구한 원전 전문가는 “한국 정부가 작년 탈원전을 선언한 이후 UAE 측이 60년간의 안정적인 운영에 의구심을 갖고 있다는 얘기가 많았는데, 우려가 현실로 나타나는 것 아니냐”고 했다.


2020년 완공될 예정인 바라카 원전은 1.4GW급 4기 규모로, 설계·공사비만 186억달러(약 20조원)에 달한다. 설계수명(60년) 기간의 유지보수 매출은 54조원에 달할 것이란 게 한전 추산이다.

The agreement illustrates the strengthening of the Franco-Emirati partnership within the energy sector.
