    미국항공우주국(NASA)이 15일 공개한 고해상 위성지도에서 한국의 공기오염이 중국에 버금가는 세계 최악의 수준으로 드러난 것은 충격적이다. 

연구진은 2005∼2014년 195개 도시의 대기 질을 추적해 공기오염이 심한 곳을 빨간색, 대기가 깨끗한 지역을 파란색으로 표시했는데 아시아에서 중국과 한반도 남쪽만 붉은색이다. 위성 분석 결과여서 정확도는 떨어질 수 있어도 작년 서울의 평균 이산화질소 농도가 베이징, 광저우, 도쿄, 로스앤젤레스에 이어 세계 5위란 사실은 걱정스럽다. 

초미세먼지를 발생시키는 이산화질소는 자동차 배기가스, 석탄화력발전을 통해 배출된다. 서울 시내를 오가는 화물차 등 경유 사용 차량들이 대기오염의 주범인 셈이다. 배기가스 조작 파문이 불거진 폴크스바겐의 경우 지난달 국내 수입차 판매량 1위를 차지했다. 소비자들이 환경에 대한 우려보다 연료소비효율을 택한 결과다. 

석탄은 전 세계에서 화석연료 연소로 배출되는 이산화탄소의 44%를 차지한다. 한국은 석탄수입량 세계 4위, 석탄생산전력량 세계 6위다. 국내 전력의 약 39%가 석탄화전에서 생산된다. 충남, 인천의 대규모 석탄화전은 서울의 공기 질에 직접 영향을 미친다. 정부는 2021년까지 석탄화전 24기 증설을 계획했다 올 7월 4기의 허가를 철회하고 원자력발전소 2기 신설을 담은 7차 전력수급 기본계획을 밝혔으나 환경단체와 시민단체의 강력한 반발에 부닥쳐 있다.

공기오염이 심각한 상황이지만 한국의 대기환경기준은 느슨하고 규제는 미흡하다. 중국의 경우 석탄 소비량을 감축하고 초미세먼지 농도가 높아지면 차량 부제 실시, 발전소와 공장 가동 중지 같은 강력한 규제를 시행하고 있다. 우리도 오염물질 배출원에 대한 강제력 있는 규제를 강화하고 석탄화전 폐쇄라는 세계적인 추세에 맞춰 전력 수급계획을 다시 짜야 한다.

The shocking images of smog over India and China have revealed just how bad air pollution has become in these regions.

The images are backed up by satellite data that reveals how China, India and the Middle East have all increased their pollution as a result of their expanding industries.

Now Nasa has compiled this data into a series of maps, which reveal the positive impact of emission control regulations in the US, Europe and Japan.
