    일본이 유럽연합(EU)과의 경제동반자협정(EPA) 교섭에서 철도 사업의 시장 개방을 추진하는 양보안을 제시한 것이 9일, 복수의 교섭 소식통을 통해 알려졌다. 


도쿄(東京) 메트로와 정령(政令) 지정 도시의 운영 철도, JR 홋카이도(北海道), 시코쿠(四国), 규슈(九州) 등에 대해 일정 금액 이상의 물품 구입과 건설 사업에서 예외 없는 국제 입찰 의무화를 인정한다.


이들 기업은 정부 기관 등의 조달 경로를 결정한 세계무역기구(WTO) 협정에서의 일본의 부속서에 의거, 운행의 안전에 관계된 사업과 조달에서 입찰 면제가 인정되고 있다. 이를 EU가 철도 시장에 대한 참가 장벽이라고 비판해, 난항을 겪고 있는 교섭을 진전시키기 위해 면제를 취소한다.


협정은 물품 구입과 건설 사업의 참가 기회에서 외국 업자에 대한 차별을 금지하고 있다. 이를 기본으로 부속서가 입찰 면제의 주석을 설정했다. 일본은 EU에 대해 일본의 철도 업자에게 시장을 개방하는 것을 대신해 주석을 삭제하는 방침을 전달했다. 관계자에 따르면 삭제까지의 유예 기간을 설정하는 등 영향을 줄이기 위한 조건을 달았다고 밝혔다.


JR 히가시니혼(東日本), 도카이(東海), 니시니혼(西日本)의 3개 사도 주석이 적용됐으나, 지난해 10월에 협정 자체에서 제외됐다. 완전 민영화 달성과 입찰 정보의 투명성 향상을 약속했기 때문으로 현재는 국제 입찰 의무는 없으나 국내외에서 차별하지 않도록 노력하는 입장에 있다.


이들 3개 사가 일본 철도 조달 시장의 대부분을 점유하고 있어, 이번의 주석 삭제 영향은 한정적일 것으로 보인다. 그러나 교섭 소식통은 EU 기업의 참가 기회가 늘어난다면 “가격 경쟁이 발생할 우려가 있다”고 경계하고 있다.


일본과 EU는 EPA 교섭의 올해 안 대략적 합의를 목표했으나, 농산품과 자동차의 시장 개방 등에서 대립이 해소되지 않아 단념했다. 일본은 “내년 초 합의”(아베 신조=安倍晋三 수상)를 이끌어내기 위해 EU의 관심이 높은 철도 분야를 양보했다.【교도통신】

Japan has offered to allow broader access to its railway market in the ongoing free trade talks with the European Union, sources familiar with the negotiations said Wednesday.


European companies will be able to take part in any bidding by Japanese railway operators in which the government owns stakes, or that is run by local governments.


At present, such railway companies can choose suppliers of equipment, which is crucial to safety, without bidding under a clause of the World Trade Organization’s rules on government procurement.


But the WTO rules also require fair treatment of both domestic and overseas suppliers, and European negotiators have criticized the Japanese practice as a barrier that keeps European companies from making deeper inroads into the Japanese market.


By offering such a concession, Tokyo hopes to step up talks with the European Union for a trade liberalization deal.


The two sides initially hoped to conclude the talks by the end of the year, but the goal is likely to be missed, according to the sources.


The prime ministers of Japan and Luxembourg earlier this month agreed to seek an early conclusion of the trade accord. Luxembourg currently holds the rotating presidency of the 28-member union.


If the new rule for bidding is adopted, Japanese railway companies such as Hokkaido Railway Co. and Kyushu Railway Co. as well as Tokyo Metro Co. will be obliged to open up their bidding to foreign suppliers.


But the impact of the new bidding system is likely to be minimal, the sources said.


The procurement market in Japan’s railway industry is mainly led by East Japan Railway Co., Central Japan Railway Co. and West Japan Railway Co., which are no longer subject to the WTO rules as they are already fully privatized.


Still, one of the sources said price competition could intensify if more European companies join bidding.
