   GS건설 컨소시엄이 3억5000만 달러(한화 약 3956억원, 27일 고시 환율 기준) 규모의 프로젝트에 우선협상대상자(preferred bidder)로 선정됐다.


27일 톰슨 로이터(Thomson Reuters) 등 일부 외신에 따르면 GS건설·일본 미쓰이 컨소시엄은 오만의 국영정유 및 석유화학회사(ORPIC)가 발주하는 리와 플라스틱 프로젝트 (LPP)의 3번 패키지 공사(파후드 액상천연가스 플랜트 패키지)를 경쟁자인 페트로팩, 사이펨,  벡텔 등을 제치고 우선협상대상자에 이름을 올렸다.


전체 프로젝트 52억 달러 규모 가운데 3번 패키지는 3억5000만 달러. 최종 계약은 최대 2주간 협의를 거쳐 체결될 예정으로 알려졌다.


이와관련, GS건설 관계자는 "오만 리와 플라스틱 프로젝트에 입찰을 들어간 것은 맞지만 아직 우선협상대상자나 본 계약관련 통보를 받지 않았다"며 "만일 현지에서 실제 경과가 들려오면 공시를 통해 밝히겠다"고 답했다.


이를 두고 증권가에선  이번 수주계약이 상당히 많은 업체들간 경쟁이 있었던만큼 가격과 계약 요건 등을 면밀히 따져봐야한다고 당부했다.


증권업계 한 관계자는 "GS건설이 해외 수주 목표를 4∼5조원 가량으로 잡은 만큼 이번 수주 건은 의미있는 사례"라면서도 "입찰 경쟁 과정에서 얼마만큼 수익성을 이끌어냈느냐가 향후 실적 및 주가 모멘텀으로 비춰질 것"이라고 설명했다.


현지에선 지난 2014년 3월 프로젝트 총괄관리(PMC) 업체와 플랜트 기본설계(FEED) 업체 선정, 최근 프로젝트별 우선협상대상자 선정 등 사업이 순조롭게 진행 중인 것으로 알려졌다. 


앞서 톰슨 로이터의 20일자 보도에 따르면 ORPIC 최고경영자(CEO) 무사브 알 마흐루키(Musab al Mahruqi)는 인터뷰를 통해 이번 프로젝트가 총 140만톤 규모 폴리에틸렌·폴리프로필렌 생산 기지를 건설하는 것이며 (GS건설, 테크니몽 등 우선협상대상자와) 최상의 결과를 내기 위해 협력하겠다고 밝혔다.


이어 "모든 환경 관련 허가를 받았다. 공장 부지 확보 및 원재료(오일과 가스) 공급 계약도 마무리 됐다"고 덧붙였다. 


한편 20억 달러 규모의 1번 스팀크래커 패키지 참여 업체는 ▲CB&I·사이펨 ·CTCI의 컨소시엄 ▲대림산업·한화건설·페트로팩의 컨소시엄 ▲도요 엔지니어링·GS건설의 컨소시엄 등이다. 1번 패키지는 아직 입찰 결과를 발표하지 않았다.


2번은 10억 달러 규모의 폴리머 패키지다. 대림산업, GS건설·미쓰이 컨소시엄, 린데·티센크루프 컨소시엄, 사이펨·사이노펙  컨소시엄, 테크니몽 등이 참여했고 이태리의 테크니몽이 대림산업, GS건설·미쓰이 컨소시엄 측을 제치고 우선수주협상권을 얻었다.


패키지 4번(액상천연가스 파이프라인) 우선협상자는 인도의 펀지로이드다.

Orpic (Oman Oil Refineries and Petroleum Industries Company) had named Tecnimont, JV GS Engineering & Construction Corp. / Mitsui & Co. Ltd and Punj Loyd as the preferred bidders for three of four packages for its Liwa Plastics Industries Complex (LPIC) project. The three packages include the Natural Gas Extraction Unit in Fahud, the NGL pipeline between Fahud and Sohar and the three plastics plants in Sohar. Orpic intends to sign the final Engineering Procurement & Construction “EPC” contracts after finalizing the agreements and receiving Final Investment Decision on the project but before year end. In the coming days, Orpic will be announcing the preferred bidder for the largest package (Package 1) which includes the steamcracker and associated utilities in Sohar. 


The USD 5.2 bn project will transform LPIC’s presence in the international petrochemicals marketplace as well as support the development of a downstream plastics industry in the Sultanate. It will also create new business opportunities, and generate significant employment opportunities. 


11 strong bidders submitted financial tenders for the 3 considered packages and after a thorough evaluation process the preferred bidders were presented to Orpic’s Major Tender Board. The Tender Board studied the detailed bids and subsequently approved the names of preferred bidders. In the next 2 weeks, a detailed discussion will be held with the preferred bidders in order to finalize the contracts. The final package for the steam cracker will be announced soon.


Musab Al Mahruqi, CEO, Orpic, stated, “We are very pleased to receive such high calibre financial tenders for EPC works on this regionally significant project. LPIC will have a substantial flow on effect on the national economy, and we are looking forward to partnering with leading proponents to deliver a best in-class result.”


He further added, “Following commissioning, plastics production is forecast to have increased by more than 1mn tonnes; giving Orpic a total of 1.4mn tonnes of polyethylene and polypropylene production. The operation will be one of the best integrated refinery and petrochemical facility combinations in the world and will be able to achieve the maximum value add for Oman’s hydrocarbon molecule.”


All relevant environmental permits have been obtained from the Ministry of Environment & Climate Affairs, and all technical and commercial terms & conditions for supply of utilities, such as electricity and cool water, have been finalized with Majees and Majan. Gas Supply Agreements, are being finalized with the Ministry of Finance and Oil & Gas.


 

Land agreements with Sohar industrial Port Company, Sohar Free Zone and Fahud are scheduled for signing with the Ministry of Housing.
